我在刷题的时候注意到刷题表格里面对于两个题的答案好像是矛盾的，所以想问一下。
1. Some people think that the media (newspapers) have the right to publish details of people’s private life, while other’s think it should be controlled ? Discuss both views.
2. Some people think they have right to use as much fresh water as they want. Others believe governments should tightly control the use of fresh water as it is limited resource. Discuss both views and give your option.
以上两个题里面都有have right to, 题目1中技能2是AC，题目2中技能2是A类，想请问一下（1）为什么都是have right to对应技能不一样 （2）如何理解have right to?
