比如增加驾照考试的难度。如果增加驾照考试的难度，驾驶技术不好的驾驶员就更难通过，导致越来越多的qualified driver在路上驾驶，可以保证road safety;

in addition, 城市可以加强道路建设，比如在路上设置更多的traffic sign, 在bad weather比如下雪天的时候勤铲雪，这样可以使driver看能够看清路况，避免了由于路况不好导致dangerous road occation的情况
