Both views 同意一边 让步反驳 免费水资源 
Some people think that fresh water should be freely available, while others believe governments should tightly control the use of fresh water as it is limited resource. Discuss both views and give your own opinion.

There are conflicting views regarding whether water should be provided free of charge. This essay will discuss both sides of the argument and provide my own opinion at the end.  

Those who advocate free access to water may put forth the following argument.   There  is no doubt that water plays an indispensable role in supporting life : it helps our body/organs  to function properly so that we can survive and  scientists have also proven that sufficient water intake can promote cognitive functions such as concentration and memory. Therefore, if we did not need to pay for water,  those who are currently affected by water scarcity would have enough drinking water, saving many lives. Furthermore, there would be a more capable labour force in society, providing more value ,which contributes to the economy.
